Policy Brief

Beyond Carbon Climate Governance

Summary:
This policy brief provides an overview of fluorinated greenhouse gas (F-Gas) emissions in China and the country's efforts to reduce them. It explains why these gases—though a small share of total emissions—are highly potent contributors to global warming, and highlights China's significant role in their production and use, particularly in refrigeration, power, and aluminum sectors. The paper reviews existing policies and international commitments like the Kigali Amendment, while also exploring technological pathways and challenges in developing alternatives, improving recycling, and cutting emissions from key industries. It concludes that stronger domestic regulations and China's upcoming climate pledges offer a critical opportunity to accelerate F-Gas reductions in support of its carbon neutrality goals.
