It examines five national case studies (Brazil, China, India, Nigeria, and the US) to discern the primary obstacles to BC mitigation\u2014including diplomatic, regulatory, financing, technological, and knowledge gaps\u2014and summarizes implementation gaps. It then provides source-by-source mitigation &quot;ladders&quot; and actions for residential cooking and heating, diesel vehicles and engines, brick kilns, coke ovens, gas flaring, and agricultural and forestry burning. The analysis combines national-level emission analysis, county-level spatial mapping identifying five provinces that account for one-third of total agricultural methane emissions, a systematic review of provincial methane control action plans (nine provinces as of October 2025), and case studies of on-the-ground practices in Sichuan, Yunnan, and Jiangxi.
