Spanning 26 indicators across four categories\u2014carbon productivity, carbon emissions (including six sub-categories covering energy, power, industry, buildings, transport, and agriculture), environmental conditions and land use, and policy systems and public participation\u2014it measures how effectively regions are aligning high-quality economic growth with sector-wide decarbonization.
